DEMA – EOC & TMC
The Delaware Emergency Management Agency’s Emergency Operations Center (EOC) and the adjoining Transportation Management Center (TMC) were designed and constructed in sequential phases on the Brick Store Landing Road site in Smyrna, which was a reuse of a site previously stripped of borrow for construction of the adjacent Route 1. Landmark worked as part of a multidisciplinary team led by the architect. Work performed included survey, civil engineering site design, stormwater management, erosion & sediment control plans, water and sanitary design, agency processing, and construction phase services.
Green technology in the form of low impact design was utilized in the site engineering design for the stormwater management, featuring stormwater quality control pond, enhanced marsh serves as quantity control, biofiltration swale, and sheet drainage to minimize concentrations.
Reduced Site Disturbance: To protect and restore open space, the marsh was preserved and enhanced. Buildings were located immediately adjacent to each other to enhance functioning and to minimize filling and paving the site. Post development imperviousness is less than 30% of the site.
