Leander Lakes – Dover High Drive
Leander Lakes is a 240-unit luxury apartment home community developed on 30-acres of a subdivided 42-acre parcel on Forest Avenue (Route 8) in Dover, Kent County. The remaining 12 acres along Forrest Avenue were divided for use by a church and for the new entrance road, Dover High Drive, providing shared access to both the new Dover High School and the Leander Lakes community.
Landmark performed all surveying, civil engineering, site design, stormwater management BMPs, utilities, sanitary sewer, pump/lift station, permits, agency processing, and construction-phase services including certified construction review for the apartment project.
The owner also retained Landmark to design and obtain DelDOT approval for roadway improvements to Route 8, in conjunction with the new signalized intersection of Dover High Drive, a DelDOT maintained road which will serve the apartment complex and the new Dover High School, as well as provide future interconnection to the existing regional road network. The roadway project involved right-of-way takes, road widening, turn lane additions, pedestrian improvements, stormwater management and drainage improvements, coordination of above and below ground utility relocations with Comcast, Verizon and the City of Dover, street lighting and signalization. In addition to the development of the construction plans, Landmark performed a traffic signal analysis (TSA) and developed a transportation management plan type B (TMP-B).
