Mill at White Clay Brownfield

The Mill at White Clay is a 19.9-acre, mixed-use complex that was developed as a restoration of 19th and 20th century paper/fiber mill buildings formerly known as the National Vulcanized Fiber (NVF) plant located along the White Clay Creek National Wild and Scenic River in the City of Newark, Delaware.

The project included about 150,000 square feet of office and retail, and a 176-unit apartment complex. New construction accounted for 40,000 square feet of office space and the new apartment complex was built in the same location as the former mill workers’ housing. The remainder of the 110,000 square feet of office and retail were built in restored mill buildings such as the motor and pump repair and storage house (now Timothy’s restaurant), and the NVF pump house, a 100,000 square foot, 4-story building, and the horse stable were restored as office space.

Landmark performed planning, surveys, site design, and technical coordination for various architectural design teams and construction operations, including evaluations of existing structures as to historical aspects and structural adaptability, construction documents, and agency processings. Economic, social and cultural aspects were also considered. Stormwater management included revision of FEMA floodplain, hydrologic modeling and estimated magnitude and peak flow, methods to determine flood conditions for intermediate storms on the White Clay Creek, and preparation of storm drainage design and stormwater management design to eliminate potential negative effects of redevelopment of the site within the 100-year floodplain.
